The Challenges We Must Face

A New Constitution and the Second Republic

Drawing on our anti-colonial struggle, the War of Independence, and the July people’s uprising—each rooted in the quest for equality, human dignity, and social justice—we will build a new Bangladesh of many languages, cultures, and nations. Our first pledge is to convene a Constituent Assembly to draft a fresh constitution, sweeping away the old order. This charter will abolish autocracy, dynastic rule, and fascist structures, creating an egalitarian, democratic, inclusive, and welfare-oriented Second Republic that protects every person’s life, livelihood, dignity, and rights. It will set a clear balance of powers among the legislature, judiciary, and executive, and give full constitutional status to the July Declaration and July Charter.

Recognition and Justice for the July Uprising

Inspired by the anti-colonial fight, the 1971 Liberation War, and the July revolt for a discrimination-free Bangladesh, we will prosecute all crimes against humanity committed under Awami fascism—including the July massacre, Shapla massacre, BDR killings, enforced disappearances, and extrajudicial executions. Every July martyrs will receive full state recognition; the wounded will get proper treatment and rehabilitation for life. We will safeguard the memory of July’s national unity and stand forever with all anti-fascist comrades.

Democracy and Institutional Reform

We will build a just state where public institutions are impartial, professional, humane, and citizen-focused—regardless of ethnicity, faith, or color. Oversight institutions will gain the authority to curb executive overreach. Democracy will extend beyond election day: people’s participation will be embedded in state decision-making. We will amend the Election Commission Act, overhaul its composition, and introduce state-funded campaigns to curb dark money in politics and let honest, competent candidates compete.

Rule-Based Justice and Legal Modernization

An independent judiciary will defend the powerless, not the powerful. All colonial-era laws will be reviewed and updated to meet national and international human-rights standards; no statute may violate basic rights. A separate Judicial Secretariat will gain full financial autonomy. We will expand the number of judges and courts, digitize files, and create online case-tracking. A civil-liability framework will allow monetary redress. Only the aggrieved person may bring a defamation suit. Legal-aid coverage for the poor will widen, and juvenile justice will focus on rehabilitation.

Service-Driven Administration and Anti-Corruption

Village Parliaments and Local Government

To ease urban pressure and revive rural economies, we will equip villages with city-level amenities while preserving their identity. Each village will elect a Village Parliament empowered to resolve local issues and oversee development. A stronger local-government framework and an independent Local Government Commission will devolve power, curb MPs’ overreach, and let citizens help draft plans, budgets, and procurement.

Free Media and Vibrant Civil Society

We guarantee a total media independence through modern laws and a revitalized Press Council. Our anti-monopoly rules will prevent any person, group, or corporation from hoarding outlets, and outlets must remain accountable to the public, not political parties. With civil-society partners we will design a policy framework that safeguards free expression and shields the public from misinformation.

Universal Health Care

No one will be denied health care for lack of money. GPS-guided ambulances and dispatch centers will begin life-saving treatment en route. A nationwide Electronic Health Record (EHR) with unique health IDs will cut needless tests and errors. Strong primary care and an integrated referral network will let patients continue treatment smoothly. Region-based cardiac, trauma, and other specialty centers will reduce service gaps. Mental health will gain its own budget, trained staff, and coverage. Fair pay, clear career paths, day-care centers, and anti-violence policies will protect health workers. A world-class national biobank will spur new therapies.

Education for Nation-Building

Education is a right, not a commodity. Increased funding will build a skilled, knowledge-based society ready for innovation and industry. We will reinforce STEM, ethics, and democratic values; prioritize primary, secondary, and technical education; and anchor higher education in high-quality research. All streams—Bangla, madrasa, and English—will be rationally aligned, and the national curriculum modernized to meet social and economic needs. Vocational, nursing, and skills training will be upgraded to global standards. Special-needs students will get trained teachers, facilities, and materials. Teachers will receive an international-parity pay scale and a formal voice in policy. MPO schools will be nationalized in phases. A consensus policy will regulate campus politics.

Education for Nation-Research, Innovation, and the IT Revolution

We will secure technology transfer and cultivate a tech-savvy workforce. Through government-university-industry consortia we will launch 50-year mega-science projects—in aeronautics, space, signal intelligence, radar, AI, semiconductors, quantum tech, nanotech, nuclear science, biotechnology—with cutting-edge labs, global partnerships, and competitively paid experts. A National Computing Server and campus clusters will power computational research. A commission will audit research output and clear bureaucratic hurdles, while another will safeguard cyber-security.

Respect for Faith, Communities, and Nations

Though Bangladesh has long modeled communal harmony, religious identity and practices have been weaponized for persecution. We will build a multilingual, multicultural, multi-national Bangladesh by guaranteeing every community’s religious, ethnic, and cultural rights. Islamophobia, communalism, or ethnic discrimination will meet firm resistance. A special cell in the Human Rights Commission will run independent probes. Hindu land seizures will be reversed, and Dalit, Harijan, and other marginalized groups will get priority in education, health, jobs, and social security. Cultural centers will preserve each nation’s language and heritage, and mother-tongue teaching will be expanded. National festivals will celebrate all cultures while safeguarding each group’s cultural integrity.

Women’s Safety, Rights, and Empowerment

To boost women’s political voice, 100 reserved seats in the lower house will be filled by direct election, gradually shrinking as women’s overall representation rises. Inheritance rights will be enforced with free legal aid. Equal employment and pay policies will end gender gaps. Housewives’ unpaid labor will count in GDP. Every police station must have a women’s-violence prevention cell and women officers. Fast-track rape tribunals will finish cases within six months, with media guidelines protecting victims’ identities. Workplaces must provide breastfeeding and sanitary spaces. Stricter laws will combat harassment at home, school, work, online, and on transport. Quality childcare and eldercare will gain incentives and subsidies; six-month paid maternity and one-month paternity leave will become standard. Safe buses for women, affordable health supplies, scholarships for disadvantaged women and girls, and campaigns against child marriage and dowry—led by faith and community leaders—will be rolled out.

Human-Centric, Welfare-Oriented Economy

People, not profit, are the bedrock of the economy. Planning must foster human flourishing—skills, purpose, values, and social responsibility. We embrace a market-based yet welfare economic model with a competitive marketplace free of cartels and oligarchs, and supportive of small and medium enterprises. Our development metrics will center around people’s food, housing, clothing, health, education, internet, and environment, not GDP alone. Social-protections—such as unemployment, old-age, widow, disability, and child benefits—will become citizenship rights. Street children and the homeless will receive rehabilitation, schooling, health care, and jobs. Tax reform will narrow rich-poor gaps and ensure balanced growth. A forward-looking plan will meet the “middle-income trap” and Fourth Industrial Revolution challenges. We will strengthen the banking system, grant Bangladesh Bank full autonomy, launch single-credit-ID national ratings, reform capital markets and the Securities & Exchange Commission, and entrench financial good governance.

Youth and Employment

Of Bangladesh’s three million job-seekers, two thirds are young. We will diversify export-oriented, labor-intensive industry and train a skilled workforce for decent jobs at home and abroad. Paid internships across sectors will enhance practical skills. Competitive exams will be corruption-free, transparent, and consolidated by grade. Start-ups will thrive in an innovation-friendly climate. District-level freelancing and remote-work hubs will offer payment platforms, co-working space, and high-speed internet. Sector-specific training centers will teach skills and languages for IT, health care, nursing, management, logistics, hospitality, and engineering exports. Internationally certified vocational programs will expand. To curb drugs and crime, every district will get an international-standard sports complex.

Diversified Trade and Industrial Policy

Sustainable growth demands export diversification and access to new markets. We will sign bilateral and multilateral free-trade agreements, boost labor-intensive, high-potential sectors beyond garments—leather & footwear, furniture & home décor, light engineering, agro-processing—and support high-value sectors such as pharmaceuticals, electronics, and ICT. After LDC graduation we will shield pharma from patent shocks. By easing business, securing energy, and upgrading infrastructure, we will make Bangladesh a prime FDI destination. A commission of industry leaders, scholars, and policymakers will craft a 50-year industrial master plan and incentivize labor-intensive sectors with comparative advantage. Modernized ports at Chattogram, Mongla, and Matarbari will turn the nation into a South Asian logistics hub. Eco-tourism will be promoted.

Sustainable Agriculture and Food Sovereignty

We will ensure fair farm-gate prices and consumer protection. Subsidies for modern machinery, climate-resilient seeds, green fertilizers, and tech-based support will raise productivity and profits. Extension services will be modern and mobile. Region-specific strategies will tackle coastal salinity and drought. A dynamic national agri-database will track production and supply. To stabilize prices, the Trading Corporation of Bangladesh (TCB) will run fair-price sales, buffer operations, and calibrated imports. Strict licensing will crush adulterated inputs. Investment in toxin-free, nutritious production and processing will steer agriculture toward export and sustainability, while stronger seed R&D and distribution will guarantee food sovereignty.

Rights of Workers and Farmers

All workers—formal, informal, agricultural, domestic, migrant, transport, and self-employed—will gain legal recognition and protection. A region-adjusted minimum-wage matrix will secure low-income workers. A Permanent Labour Commission will oversee social security, legal safeguards, climate resilience, and life-cycle welfare. Labor laws and tribunals will be modernized and expanded. Mandatory occupational-safety insurance and pension funds will mix public and private financing. State-subsidized savings plans will serve low-income groups; special programs will aid the vast informal workforce, and forced child labor will end. For farmers, dignified and profitable livelihoods are paramount; expanded cold storage, direct sales, and transport will curb middlemen. An area-yield-index crop-insurance scheme will cut risk, and a unified mobile platform will supply weather, price, and support data.

National Resource Management

Sovereign ownership of natural resources rests with the people. We will boost domestic exploration and extraction capacity and balance present and future needs. Local communities will receive a fair share of resource revenues. Reckless or illegal mining of coal, gas, stone, and minerals will be curbed, and foreign contracts renegotiated in the national interest. Sustainable use of marine fisheries and mineral wealth within the Exclusive Economic Zone will hinge on modern technology and research. The Sundarbans and other mangroves will be shielded from harmful industries.

Urbanization, Transport, and Housing

Unplanned urban growth has made our cities unlivable. We will adopt river-and-canal-centric planning, integrate high-speed mass transit, fight air pollution, secure safe water, modernize waste management, reclaim waterways and land, expand green belts, and create public spaces. Social housing and rent policies will make cities livable for all classes. The urban poor and floating populations will enter safety nets. Planning will honor history, heritage, nature, and identity. Expanding services and jobs in other cities will decongest Dhaka, and municipal governance will be strengthened. A nationwide fast-train and expressway network and expanded civil aviation will ease inland travel. Local communities will have a voice in regional projects, and every ward must keep playgrounds and green zones.

Climate Resilience and River-Sea Protection

We will create a climate-resilient, pollution-free, planned Bangladesh deploying green technology to safeguard rivers, air, and biodiversity. Major cities and surroundings will be declared No-Brick-Kiln Zones, and social forestry will flourish. Strict enforcement will halt reckless sand, stone, and mineral extraction. Coastal residents facing storms, salinity, and sea-level rise will get safe housing and infrastructure. Renewable-energy generation will underpin energy security and environmental care. Integrated water-resource management, river-bank protection, and flood control will build durable infrastructure. Modern weather and disaster-forecast systems and a national disaster framework will be established. A blue economy in the Bay of Bengal will secure maritime resources for the people, and we will press globally for fair climate-loss compensation.

Dignity and Rights of Overseas Bangladeshis

Expatriates are not mere remittance earners; they are partners in national honor, struggle, and reconstruction. We will formally honor the more than 15 million diaspora who backed the July uprising. Healthcare and welfare for migrant workers will be ensured. If a worker dies abroad, the body will be repatriated hassle-free and the family fully supported. Overseas Bangladeshis will gain voting rights, harassment-free consular and airport services, an emergency welfare fund, safe investment channels, and digital public services. Returnees in distress will receive rehabilitation and decent jobs. We will fight human trafficking and defend citizens’ rights abroad, while opening policymaking to diaspora participation.

Bangladesh-First Foreign Policy

Foreign policy must transcend partisan interests. The NCP will be uncompromising on sovereignty, security, and strategic autonomy. Relations will be built on mutual respect and parity, with zero tolerance for foreign meddling. We will act decisively to end border killings and secure fair shares of transboundary rivers. Through bilateral and multilateral diplomacy we will seek a humane solution to the Rohingya crisis and tighten bonds with Muslim-majority states. Active partnerships with SAARC, ASEAN, OIC, NAM, the UN, and others will advance peace, democracy, economic security, environmental protection, and climate action. Public diplomacy will foster just global interactions, and Bangladesh will stand in solidarity with oppressed peoples of South Asia, the Global South, and beyond.

National Defense Strategy

Robust defense capability is indispensable to effective foreign policy. Guided by a total-defense doctrine, we will mobilize youth into an organized, disciplined force for national service. A layered surface-to-air missile system will secure the skies. An Army UAV Brigade will be formed through advanced drone technology and domestic R&D investment, while a non-nuclear second-strike capability will integrate our defense. The Navy will evolve into a submarine-based, three-dimensional force tailored to riverine terrain and Bay-centric security. A National Security Council will place comprehensive security at the top of the agenda, anchored in parliamentary oversight, civil-rights protection, and regional peace.

Youth Employment

Today Bangladesh has nearly 30 lakh unemployed citizens, two-thirds of whom are youth. We will ensure that every young man and woman has access to dignified, decent employment opportunities. Beyond the cities, we will decentralize employment through a nationwide drive to create jobs in rural and semi-urban areas. Hence, we will modernize existing job-oriented training institutes across the country and give special emphasis to the IT, healthcare, nursing, logistics management, hospitality, and engineering sectors.


Through such specialized training, a globally competitive skilled workforce will emerge. To connect trainees and graduates with the job market, we will push for salaried internship programs involving both government and non-government sectors. All assessments for recruitment will be reformed to eliminate nepotism, corruption, political influence, and bribery. Transparency and accountability will be ensured by introducing standardized competency-based evaluations. We will establish unemployment benefits as a citizens’ right. A large portion of our day laborers, tea workers, domestic workers, construction workers, transport workers, and apprentices are young men and women. To protect them, we will introduce a comprehensive minimum wage framework sensitive to regional cost of living and purchasing power.

Job Security and Benefits

In our new Bangladesh, every working member of the youth community will be guaranteed a safe, fair, and dignified working environment. We will ensure that salaries in both public and private sectors are regularly adjusted with inflation. We will also ensure that six months of paid maternity leave and one month of paternity leave are made mandatory in both public and private workplaces. We will introduce workplace-based child daycare and elder care services to care for children and elderly parents.


We will arrange for sanitary products and designated breastfeeding areas in workplaces for working young women and increase the scope of special women-only bus services for safe commuting. By reforming the necessary legal frameworks, we will implement stricter laws and impose severe punishment to prevent harassment and abuse of young women in families, educational institutions, workplaces, online, and on public transport. We will make insurance and compensation for workplace accidents and risks mandatory. We will ensure effective implementation of labor laws, including regular contracts, transparency in salary payments, and control of working hours in private sector jobs.

Democracy, Leadership, and State Participation

The victory of the July Uprising was made possible by youth participation. Now after the abolition of the fascist structure and in the new Bangladesh that we are striving to build, democracy will not be limited to voting alone, but every citizen, especially the youth, will actively participate in the decision-making of the state. That is why, we will restructure the Department of Youth Development as an active, independent, and accountable institution that will play a direct role in everything from policy formulation to budget discussions. We will introduce an internship program involving youth in various activities of the National Parliament, so that youth can prepare for future leadership by directly participating in parliamentary activities. To strengthen women’s leadership institutionally, we will launch political training programs for young women at both party and national levels. We will form a National Youth Forum, which will be a coalition of youth organizations across the country, which will take the lead in proposing solutions to local and national problems and organizing mass movements. At the same time, we firmly declare: the security and sovereignty of the state are not just the responsibility of the armed forces or policymakers, but are the political and moral commitment of the youth. We will ensure the active role of youth volunteers in everything from border security to climate change mitigation to food and technology security. The empowerment of local youth will be ensured at the state and social policy-making levels through the formation of a National Youth Council and activities in 64 districts. A National Youth Council will be established, working through all 64 districts to ensure the empowerment of local youth at the state and social policy-making levels.

Physical and Mental Development, and Social Rehabilitation

We are committed to ensuring the physical and mental well-being and safe and positive civic life of every young man and woman in our new Bangladesh. Mental health will be recognized as a national priority within universal healthcare. To promote physical and mental health we will ensure state sponsorship to make adequate parks, gyms, playgrounds, counseling centers, digital helplines, etc. readily available. We will increase opportunities for youth to participate in community initiatives, disaster response, and social development to reduce frustration and uncertainty about the country. We will expand and modernize rehabilitation centers and ensure efficient service delivery to combat existing crime and drug addiction in society. We will help misguided youths to re-establish themselves in society through job-oriented training. We will stop the easy availability of drugs by making the Narcotics Control Department and law enforcement agencies effective. The youth are the main victims of political violence; we will enforce strict laws and develop a culture of peaceful expression to prevent them from being used as terrorists by political parties

Sports, Culture, and Creative Freedom

In our envisioned Bangladesh, every young person will have the full freedom to realize their potential through sports, art, music, and creativity. We will expand state investment and incentives to make all aspects of sports, culture, and entertainment accessible, affordable, and safe for all youth. To encourage regular participation of youth, we will build international-standard sports complexes, playgrounds, swimming pools, gyms, and open-air stages in every district. To develop the creativity of the youth, we will ensure the modernization and accessibility of cultural centers for local artists, writers, musicians, and artisans in every region of the country, and will support their participation in national and international festivals and exhibitions. We will recognize recreation, cultural participation, and creativity as fundamental rights of the youth. For this purpose, creative and recreational activities will be launched in theme parks, youth clubs, tourist centers, and open spaces with government and private cooperation

Business, Entrepreneurship, and Diversified Trade

In the new Bangladesh, our youth will transform their creativity, innovation, and hard work into successful businesses and enterprises. Through entrepreneurship and export diversification, they will lead the way in building a sustainable economy.
We will establish Entrepreneurship Development Centers and Startup Incubation Hubs across the country, offering training in business planning, technology skills, and market strategy formulation. A large segment of our youth enrich our economy by running small and medium enterprises. We will establish a National SME and Startup Innovation Fund and organize investment summits to connect young entrepreneurs with domestic and foreign investors. To further accelerate the role of youth in our economy, we will formally recognize freelancing and the digital economy, and ensure high-speed internet, international payment facilities, co-working spaces, and health insurance.

Skilled Migration and Reverse Brain Drain

A large segment of Bangladesh’s youth aspire to work abroad. We want to make that dream dignified and fruitful – where going abroad is not just about leaving the country, but an opportunity to make a greater contribution to the country.
For this, we will establish international-standard language and skills training centers so that young people can get competitive jobs and higher education opportunities anywhere in the world. We will activate our large expatriate network spread across the world – where academics, businessmen, professionals and policymakers will come together to bring knowledge, experience and investment to the development of Bangladesh. Through this reverse brain drain, we will be able to directly integrate the skills and networks acquired abroad into the country’s education sector, business and government policy-making. We will also strategically use the transfer of internal skilled manpower – so that talented youth from the sub-districts, districts and rural areas can participate in all the important economic and administrative sectors of the country. Our goal is to build a globally connected but locally active Bangladeshi youth.
